This photograph captures the Shau Kei Wan typhoon shelter, which houses densely clustered traditional sampans and houseboats primarily inhabited by the Tanka community, historically known as βthose born of the water.β However, the 1980s witnessed a rapid decline for these floating communities. During this decade, the government initiated relocation programs, relocating boat dwellers to public housing. Through dedicated resettlement schemes, thousands of families transitioned to permanent housing estates on land.
